SUBMISSION OF ANNUAL REPORT BY ALL PUBLIC INSTITUTIONS
The Right to Information Commission, in accordance with Section 77 of the Right to Information Act, 2019 (Act 989), hereby calls upon all Public Institutions to furnish the Commission with a comprehensive written report on their Right to Information activities under Act 989 by March 31, 2024, to avoid potential penalties.
In a bid to strengthen transparency and accountability in the nation, the ongoing Media Capacity Enhancement Programme, organized by the Ministry of Information, took a significant step forward with a focus on the Right to Information (RTI) Act, 2019 (Act 989).
Yesterday, December 19, 2023 at the University of Media, Art and Communications (UniMAC), the Executive Secretary of the Right to Information Commission, Yaw Sarpong Boateng Esq., shed light on the importance of the RTI Act. He emphasized the crucial role journalists play in promoting an informed society and ensuring government accountability.
During the event, George Sarpong Esq., the Executive Secretary of the National Media Commission, discussed Media Law and Journalism Practice, with a highlight on the RTI Law. His comprehensive presentation shed light on the legal framework journalists must operate within while championing their profession.
Importantly, the dialogue between journalists present and those joining online was highly interactive. Journalists seized the opportunity to pose relevant questions to the speakers, gaining further clarity on the implementation and implications of the RTI Act.
The RTI Act, enacted in 2019, guarantees citizens’ access to information held by public institutions. With this legislation firmly in place, journalists can uncover truths, hold power accountable, and play a vital role in the nation-building process.
This Media Capacity Enhancement Programme serves as a significant platform for journalists to equip themselves with the knowledge and tools necessary to fulfill their journalistic responsibilities effectively. By familiarizing themselves with the legal framework and leveraging the RTI Act, journalists can act as the vigilant watchdogs of society, ensuring that the public’s right to know is protected.
As the programme continues, it is anticipated that journalists will emerge with a renewed sense of purpose, armed with the RTI Act as a powerful tool to deliver unbiased news and contribute to the overall development of the nation.
The Right to Information Commission (RTIC) has ended the year on a high note with its 2023 Nine(9) Lessons and Carols service and End of Year Party. The event, which was held at the Commission’s office in Airport West Residential Area on Thursday, December 14, 2023, was attended by members of the governing board, staff, family, and friends.
The service, which was moderated by Rev. Charles Tandoh and officiated by Rev. Adjei Mensah, featured two choirs, the RTIC Choir and the Candle Light Choir. The beautiful renditions of traditional carols and readings from the Bible served as a reminder of the significance of the season and the importance of faith in our daily lives.
The event also provided an opportunity for the Commission to recognize and appreciate the hard work of its staff over the past year. Some staff members were awarded for their exceptional service and dedication to the cause of promoting the Right to Information in the country.
In a brief remark by the Executive Secretary of the Commission, Yaw Sarpong Boateng Esq., reminded the staff and attendees to embrace the spirit of Christmas, which is one of love and kindness. He emphasized the importance of showing compassion and empathy to others, especially those who are less fortunate. He encouraged everyone to share the little they have with others, as this is the true essence of the festive season.
As we end the year and look forward to the new one, let us not forget the true meaning of the season being Faith, Hope, and Love. The RTIC’s 2023 Nine(9) Lessons and Carols service was a beautiful reminder of these values.
Ghana took a significant stride towards enhancing transparency and accountability with the implementation of the Right to Information (RTI) Act. To assess the progress made in the past four years, the Ministry of Information, in partnership with the RTI Commission and the Information Services Department, organized a highly informative public forum at the British Council in Accra on 13th December, 2023.
The event began with a warm welcome address from Mrs. Charlotte Morgan-Asiedu, the Chief Director of the Ministry of Information, highlighting the significance of the RTI Act in promoting democratic values and ensuring citizens’ access to information. Subsequently, Hon. Kojo Oppong Nkrumah, the Minister for Information, shed light on the achievements and challenges encountered during the implementation process.
One crucial message reiterated by the Minister was that the right to information is fundamental and should not be treated as a privilege. He urged Heads of Public Institutions to release information when requested, unless it falls under exemptions specified in Act 989.
A panel discussion comprised of Yaw Sarpong Boateng Esq. (Executive Secretary of the RTI Commission), Zakaria Tanko Musah (Lecturer/ Private Legal Practitioner), Dr. Winnifred Nafisa Mahama (Head of Access to Information Division) and Hon. Alhaji Ben Abdullah Banda Esq.(Presidential Coordinator, Zongo and Inner Cities Development Secretariat), provided valuable insights on Ghana’s journey in implementing the RTI Act (Act 989). The discussion was moderated by a Lawyer and Media Practitioner, Samson Lardi Ayenini. Attendees had the opportunity to pose questions, ensuring clarity and addressing any doubts regarding the Act.
Miss Oboshie Sai-Coffie, Presidential Advisor on Media and Strategic Communication, praised both the RTI Commission and the Ministry for their efforts in ensuring the successful implementation of the RTI law in Ghana. She acknowledged the positive impact the Act has had on fostering a culture of transparency and accountability.
In his closing remarks, David Owusu Amoah, Director of the Information Services Department, reiterated the importance of embracing the principles underlying the RTI Act. He emphasized that access to information plays a pivotal role in promoting good governance, public participation, and accountability.
The event yielded an opportunity for stakeholders, including Members of the RTI Commission led by Justice (Rtd) K. A. Ofori Atta, to reflect on Ghana’s achievements and challenges in implementing the RTI Act. The forum showcased the government’s commitment to transparency and encouraged citizens to exercise their right to access information, ultimately bolstering democratic principles.
With the continuous efforts of the Commission and its partners, Ghana is poised to witness a more transparent and accountable system.
A delegation of Ethiopian media professionals, along with representatives from the Ethiopian Media Authority (EMA), Ethiopian Media Council (EMC), and the International Media Support, on November 22, 2023 visited Ghana as part of a study mission. Their main objective was to gather learnings from the Right to Information Commission of Ghana and understand how the Commission has sustained its independence and regulatory framework. The Ethiopian delegation seeks to apply these learnings to support ongoing media reforms in Ethiopia and ensure that the country’s legal and policy framework aligns with international human rights law.
Led by Yonatan Terfaye and Solomon Goshus, the delegation was warmly received by the Management of the Right to Information Commission of Ghana consisting of the Executive Secretary, Yaw Sarpong Boateng Esq., Stephen Owusu Esq., Vincent Opoku, Kate Swanzy, Vivian Tetteh and Mercylina Hagan. The Executive Secretary, Yaw Sarpong Boateng Esq., briefed the Ethiopian visitors on the workings of the Commission and how it promotes transparency and accountability in Public Institutions. He emphasized the Commission’s ability to handle cases independently, without any external interferences.
The Executive Secretary acknowledged that the Commission may collaborate with other organizations or seek sponsorship for its programs. However, he assured the delegation that the Commission always remains fair and unbiased when making rulings on cases that appear before it.
The visit provided an opportunity for the Ethiopian media professionals to gain insights into Ghana’s successful efforts in promoting and protecting the right to information. The delegation members, including Deressa Terefe, Konjit Tamrat, Tamrat Dejee, Abiyo Ifekonnen, and Tamerai Katlu, expressed their gratitude for the warm welcome and shared their commitment to implementing similar measures in Ethiopia.
The Executive Secretary of the Right to Information Commission of Ghana, Yaw Sarpong Boateng Esq., presented copies of the Right to Information Act, 2019 (Act 989) and the Commission’s 2021 and 2022 annual reports to give them more insight into the various activities of the Commission. Yonatan receiving the items on behalf of the delegation expressed appreciation for the kind gesture.
The visit was seen as a positive step towards strengthening media reforms in Ethiopia. By studying the experience of the Right to Information Commission of Ghana, the delegation aims to improve Ethiopia’s media regulatory framework, enhance transparency, and ensure the protection of journalists’ rights.
On November 15, 2023, the Right to Information Commission successfully conducted a public lecture in Nalerigu, North East Region, as part of its Zone 4 Nationwide Regional Sensitization programme. The aim of this lecture was to educate various stakeholders, including Heads of Institutions, Students, and the General Public, on the Right to Information Act, 2019 (Act 989).
The event commenced with a warm welcome address from the Regional Minister, Hon. Zakaria, who set the tone for the lecture. Following this, the Chairman of the Commission, Justice (Rtd) K. A. Ofori-Atta, delivered brief remarks, emphasizing the importance of the Right to Information Act.
Next, the Executive Secretary of the Commission, Yaw Sarpong Boateng Esq., provided an in-depth explanation of Act 989, stressing the need for everyone to comprehend the law. Participants were able to gain valuable insights and a better understanding of their rights to access information.
Nana Kwame Duah, a Member of the Board, gave a thought-provoking closing speech. He emphasized that having the Right to Information law passed implies that information is essential, and he advised information must always be accurate.
The Deputy Chairperson of the Commission, Mrs. Elizabeth Asare, delivered the vote of thanks. She expressed her appreciation for the exceptional reception received in the Northern Regions and commended the attendees for their enthusiasm and active participation.
With the successful conclusion of the public lecture in Nalerigu, the Commission has now sensitized all 16 regions across the country. This accomplishment marks a significant milestone in promoting transparency and ensuring that citizens can exercise their right to access information.
The Right to Information Commission has played a crucial role in promoting openness and accountability in Ghana’s governance. The nationwide sensitization campaign has been a resounding success, allowing citizens across the country to understand and exercise their right to access public information. By reaching the North East Region, the Commission is ensuring that no corners are left untouched in its mission to create a more transparent and informed society.
The Right to Information Commission made its way to the North East Region of Ghana today, November 14 2023 to carry out the final leg of its nationwide sensitization campaign. In a courtesy call to the Nayiri-Naa in Nalerigu, the Commission’s Executive Secretary, Yaw Sarpong Boateng, highlighted the significance of the Commission’s public lecture, scheduled for November 15, 2023, at the Nalerigu Senior High School.
The spokeperson to the Nayiri-Naa, Nayiri-Naa, Chief Tarana John Wuni Grumah gave a historical background that, the Nayiri-Naa Bohugu Mahami Abdulai Sheriga, holds a prestigious position as both the King of Mamprugu and the President of the North East Regional House of Chiefs. Notably, he is the only king in Ghana whose traditional jurisdiction extends beyond the country’s borders. His impressive influence extends to enskinning two chiefs in Togo and one in Burkina Faso. The Nayiri also holds over 40 paramountcies, with eight of them falling under his enskinning authority in the Upper East region.
During the meeting, the Nayiri-Naa expressed his appreciation for the honor bestowed upon him by the Commission. He emphasized the importance of transparency and accountability within Public Institutions and urged the Commission to diligently work towards these goals.
As is customary, the Nayiri-Naa extended his hospitality by welcoming the Commission with cola-nuts, a symbol of friendship and respect, and bid them farewell with tubers of yam and asheep, representing abundance and good blessings.
Tomorrow’s public lecture promises to be an exciting event, bringing together citizens, government officials, and key stakeholders to discuss the significance of the right to information and its impact on good governance. As the final leg of the campaign, it symbolizes the Commission’s commitment to ensuring that transparency becomes ingrained in the fabric of every Public Institution.
The Commission had already met with the Regional Minister, Hon. Yidana Zakaria where he welcomed the Commission on behalf of the North East Regional Coordinating Council and assured the Commission of his participation tomorrow in the Public Lecture.

Rex Asango, gave opening remarks on behalf of the Upper East Minister, highlighting the government’s commitment to ensuring transparency and accountability at all levels.
The Executive Secretary of the RTI Commission, Yaw Sarpong Boateng Esq., provided a detailed overview of Act 989, allowing participants to gain a comprehensive understanding of their rights and obligations under the law. Yesterday, on November 9, 2023, the Right to Information Commission conducted a highly informative and engaging Public Lecture at the Nasrat Jaha College of Education in Wa, located in the Upper West Region. The primary objective of this lecture was to educate Heads of Institutions, Students, and the general public on the Right to Information Act, 2019 (Act 989).
The event commenced with a welcome address by Mr. Peter M. Maala, Chief Director for the Upper West Regional Coordinating Council, who represented the Regional Minister, Hon. Hafiz Bin Salih. Mr. Maala passionately urged all attendees to exercise their right using the law. He stressed that this would inspire institutions to work diligently, knowing that any member of the public can access the information they hold. The Chief Director’s plea resonated deeply with the audience, who were motivated to utilize the Right to Information Act to hold institutions accountable.
In a brief remarks from the Chairman of the Commission, Justice (Rtd) K. A. Ofori-Atta. He emphasized the importance of citizens knowing their rights and utilizing the Act to ensure transparency and accountability in our institutions. Following that, the Executive Secretary of the Commission, Yaw Sarpong Boateng Esq., took the participants through Act 989 in a manner that made it easier for the audience to comprehend. The Act was explained without excessive technicalities, ensuring that everyone understood how they could exercise their right to access information.
Closing the Public Lecture, Nana Kwame Duah, a Member of the Board, emphasized the importance of providing information in a timely manner to the public. He emphasized that timely information sharing is crucial to fostering transparency and building public trust.
The event concluded with a vote of thanks delivered by Mrs. Elizabeth Asare, Deputy Chairperson of the Commission. She expressed gratitude to all attendees for their active participation and encouraged them to spread awareness about the Act and its benefits throughout their communities.
The Right to Information (RTI) Commission has today, 8th November, 2023 paid a courtesy call on the Wa Naa, Naa Fuseini Pelpuo IV, in the Upper West Region. The purpose of the visit was to officially inform him about the Commission’s upcoming Regional Sensitisation Programme in Wa and seek his blessings.
The visit marked the first time the Commission has approached the Wa Naa and his sub-chiefs since its establishment in 2019. The Wa Naa graciously welcomed the Commission and expressed his excitement at the honor bestowed upon him by the presence of the Commission.
The Executive Secretary of the Commission, Yaw Sarpong Boateng Esq., briefed the Wa Naa and his chiefs on the Commission’s mandate and ongoing work. He also praised the warm hospitality extended by the Wa Naa Palace.
In a remarkable display of support and goodwill, the Wa Naa praised the Commission for its efforts and suggested the establishment of an office in Wa. He pledged to offer a piece of land to facilitate this endeavor, highlighting his commitment to facilitating transparency and access to information in the Upper West Region.
As a sign of acceptance and gratitude, the Wa Naa Palace further extended the symbolic offering of cola nut to the Governing Board, management, and staff of the Commission.
It is heartening to witness the recognition and appreciation shown by the Wa Naa and his council towards the Commission. Their willingness to provide tangible support, such as land allocation, is a testament to their commitment to transparency and accountability.
The establishment of an office in Wa would improve accessibility and uphold the Commission’s mission to facilitate the right to information. This gesture also sets a precedent for other regions to follow, as local support is integral to the successful implementation of the RTI Act.
The RTI Commission’s Regional Sensitisation Programme in Wa promises to be an impactful initiative. By raising awareness and educating citizens about their right to information, the Commission aims to empower individuals and promote good governance.
The Commission also visited the Upper West Regional Coordinating Council to call on the Minister, Hon. Hafiz Bin Salih. The Chief Director, Mr. Peter M. Maala who received the Commission on behalf of the Minister assured the Regional Coordinating Council’s commitment towards the implementation of Act 989 in the Upper West Region and pledged their support towards the Public Lecture that will be held on November 9, 2023 at the Jaha College of Education in Wa.
