Welcome to Right to Information Commission

I officially welcome you to the website of the Right to Information (RTI) Commission, Ghana. We hope this platform will provide you with all you need to know about the Right to Information Act, 2019 (Act 989) and the Right to Information Commission. The RTI Commission is the sole institution mandated by Act 989 to oversee the implementation of Act 989. The object of the Commission is to: a. Promote, b. Monitor, c. Protect, and d. Enforce the right to information that is granted to a person under paragraph (f) of clause (1) of Article 21 of the 1992 constitution of the Republic of Ghana and the provisions of Act 989.

The website aims at being a useful arena for securing credible information about right to information in Ghana. Every information regarding the Right to Information Commission and its activities can be obtained from this website. The website shall serve as the authoritative platform through which the Commission shall communicate and inform persons about the right of access to information, the Commission's announcements, publications and other information worthy to members of the general public. Our goal as a Commission is to build an informed citizenry and guarantee all person's right to know and access to information. In view of this, I entreat citizens to get themselves abreast with Act 989. Vision

To facilitate the right of access to information; promote and sustain awareness of the citizenry in their right of access to information and of public institutions in their obligation to disclose information.

Mission Statement

To build an informed citizenry, to promote transparency of information held by or under the control of public institutions, and to hold government and its institutions accountable to all.

Functions of the commission

The Commission carries out its work in the following ways:

  • Issue written orders requesting for the production of information.
  • Examine, reproduce, take extracts from or hold information for unlimited periods.
  • Take appropriate action that is necessary to enable the commission resolve complaint before it.
  • Conduct matters with as little technicality and as expeditiously as possible.
  • Hold hearings in public unless it is considered inappropriate to do so.
  • Publish its findings, recommendations, orders, decisions and directives quarterly.

Dr. James Kwaku Asante

Board Chairman

Dr James Kwaku Asante is a former Dean of the Faculty of Journalism and Media Studies at the University of Media, Arts, and Communication (UniMAC), formerly known as the Ghana Institute of Journalism (GIJ). He brings more than two decades of experience in print and broadcast journalism, having worked with the Ghanaian Times, one of the country’s leading state-owned daily newspapers, and TV3 Network Limited, an independent television station. During his career, he covered high-profile political events and presidential activities in the Republic of Ghana.

He holds a PhD in Media and Communication from the University of Westminster (England, United Kingdom), an MBA from the University of Glamorgan (Wales, United Kingdom), and an MA in Journalism from Cardiff University (Wales, United Kingdom). He is also an alumnus of the Ghana Institute of Journalism.

Ms. Christina Edmund

Deputy Chairperson

Ms. Christina Edmund is a retired Chief Director of the Ghana Civil Service with over thirty (30) years wealth of experience in Public Administration. She held several leadership positions in the Civil Service, including Chief Director, Ministry of Aviation, the Public Enterprises Secretariat at the Office of the President and also Director of the Human Resources Management Directorates of the Ministries of Finance, Interior and Lands & Natural Resources.

She has extensive experience in Human Resource Management and has been a facilitator in many training programmes for Civil Servants, including Civil Servants from English speaking West African Countries. She played pivotal roles in the implementation of many reform programmes in the Civil Service.

She holds a Post Graduate degree in Public Administration from the University of Ghana, Legon and a Bachelor of Arts (Hons) degree in Social Sciences (Sociology and Law) from the Kwame Nkrumah University of Science and Technology (KNUST). She has other trainings in leadership and Corporate Governance.

Hon. Aba Edusah

Board Member

Hon. Aba Edusah holds a Master’s degree in Education Planning and Administration and is an accomplished educationist with in-depth expertise in Educational Administration and Organisational Management.

Through diligence and commitment, she rose to the rank of Assistant Director of Education. Her career spans service as a basic school Headteacher, a Secondary School Tutor, and District Chief Executive for the Abura-Asebu-Kwamankese District. In these roles, she gained extensive experience in community engagement and problem-solving aimed at improving the lives of citizens.

Hon. Edusah is widely regarded as a down-to-earth, effective, and results-oriented leader.

Ms. Angela Emefa Kpegah

Board Member

Ms. Angela Emefa Kpegah is a former Director of General Services and Secretary to the Commission at the National Development Planning Commission (NDPC).

During her tenure at the NDPC, she provided strategic leadership and oversaw key support functions, including Human Resources, Finance and Accounts, Procurement and Supply, Information Technology, Administration, Transport, and Estates. In her capacity as Secretary to the Commission, she advised the Commission, communicated its decisions, and ensured their effective implementation of the Commission’s mandate.

With over 20 years of professional experience in HR Strategy, organisational and strategic leadership, governance, and policy formulation, Angela has held senior management roles in both Ghana and the United Kingdom. Prior to joining NDPC in 2018, she was HR Manager at Academy Enterprise Trust and held leadership positions with Ark Schools and the London Borough of Barnet in the UK.

Angela holds an MBA from the University of Hull, a Postgraduate Diploma in Management Studies from the Greenwich School of Management, an HND in MIS from the Institute of Management & Information Systems, UK, and a Certificate in Strategic Leadership from the National College of Defence Studies, Accra. She is also a member of the Chartered Institute of Personnel and Development (CIPD), UK.

Her appointment to the RTIC reflects her strong governance credentials and commitment to enhancing transparency and accountability in public institutions.

Hon. Wisdom Kobena Mensah Woyome

Board Member

Hon. Wisdom Kobena Mensah Woyome is a dynamic leader, accomplished entrepreneur, and dedicated Public Servant with extensive experience in governance and development. Serving as Member of Parliament for the South Tongu Constituency since 2009, he has played a pivotal role in advancing social and economic growth through policies and initiatives focused on education, healthcare, youth empowerment, and community welfare. Over his parliamentary career, he has served on notable Committees such as Youth, Sports and Culture; Foreign Affairs; Standing Orders; and Privileges, and also as Vice Chairman of the Volta MPs Caucus.

In the private sector, Hon. Woyome has demonstrated strong business acumen as Chairman and Chief Executive Officer of the Stewise Group of Companies, overseeing operations in freight forwarding, civil works, and general trading across West Africa. His leadership philosophy is anchored in integrity, innovation, and service to humanity.

Academically, he holds an MSc in Development Finance from the University of Ghana, a Postgraduate Diploma in Business Administration from GIMPA, and professional certifications in Financial Management, Results-Based Performance, and Policy Evaluation. His lifelong commitment is to sustainable development and nation-building.

Mr. Christopher Belami Doughan

Board Member

Christopher Doughan Belami is a dynamic and results-oriented professional with over two decades of experience in government administration, political communication, and education. He holds an M.Sc. in Administration (Human Resource Management) from Central University College and a B.Ed. from the University of Education, Kumasi. Mr. Doughan has served in several high-level roles, including Executive Aide to the Former Deputy Minister of Information and to the Deputy Chief of Staff at the Office of the President, where he supported executive coordination, research, and stakeholder engagement.

He has also contributed significantly to Ghana’s educational sector as a Circuit Supervisor and Head of Science Department in the Brong Ahafo Region. Mr. Doughan is known for his strategic thinking, political insight, and leadership in communication and mobilisation. He remains dedicated to public service and national development.
